You can apply anytime bro, all you have to do is to visit your RDO kun asa ka na-belong (usually the place of your residence) then ask the Officer of the Day (OD) nga mag-apply ka ug TIN.
You can also apply online for your convenience, Bureau of Internal Revenue Website
