Meteorology is not an exact science! Just because someone has a "Dr." before his name doesn't mean he or she can control nature. Blaming is futile here. Blaming is the act of people who want instant revenge.

Joint Typhoon Warning Center
That is one of the most accurate storm tracking systems in the world today. In fact I was monitoring Frank using it, and from Thursday to Saturday night, the stormtrack (i.e. predicted path of the typhoon) changed no less than 7 times. O ha? Mga Amerikano na gani ni (US Navy weather satellites) ang ga predict 'nya 7 times nag change ang predicted path sa Typhoon Frank...the latest equipment, the best team...yet prediction is STILL not accurate.
...'nya blame-blame pa mo'g PAGASA? *shakes head* mga w'ay klaro.
