I guess it does NOT apply to ALL..Being corrupt depends to the type of government employee, then the agency name carries it then---so the "dirty" acts of the office is caused by the "mischievous" doings of her workers..

I think the most corrupt agencies in the Philippines are DPWH, Customs, BIR and Department of Justice.
