 which again begs the question what kind of criminals are jailed and what kind seems to uncannily manage to stay out. 
the idea of, and support for vigilantism is a reaction to an inutile law enforcement with a double standard favoring those who have clout and power, a double standard that that vigilantism is not immune to. whatever social inequities it tries to correct it only glaringly makes obvious, since more often than not, vigilantism is encouraged by those who are in power as a show that "something is being done" against criminality, when obviously it only targets a certain kind of criminal. 
vigilantism, the idea and the support, will not flourish if both the law and its implementation is fair to everyone: rich or poor, powerful or powerless. 
vigilantism is a symptom that poses as a solution. and you do not cure symptoms: you cure the problematic cause.
