    For September implementation: Central Visayas workers get P18 wage hike


    CEBU, Philippines – Effective September, the minimum wage in Cebu will be P285 per day.
    This as the Regional Tripartite Wages and Productivity Board (RTWPB) in Region 7 yesterday granted an increase of P18 in the daily minimum wage of workers in Central Visayas to be effective next month at the latest.
    The increase will not however be felt by the thousands of workers in the export sector, which has been given six months as grace period to make the adjustment in wages.
    The export sector is still reeling from the effects of the worldwide financial crisis that hit in 2009.
    RTWPB chairman Elias Cayanong, the regional director of the Department of Labor and Employment (DOLE), said that the board agreed to implement a uniform increase of P18 in all areas of the region.
    This is unlike what happened two years ago when the board decided to grant different rates of increase for the four provinces of the region.
    The board considered different factors in granting the increase which include the cost of living, inflation rate, the cost of fuel, and the expected effect on the unemployment and employment rate among others.
    "From that gikuha nato ang average. Ang ubang sector niingon nga dako ra, ang uban sad niingon nga gamay, but we showed in our study that this is the best rate. So they all agreed to P18," Cayanong said.
    The increase was a unanimous decision of all members of the board that is composed of representatives from the business sector, labor, DOLE, the Department of Trade and Industry and the National Economic and Development Authority.
    Cayanong said that they gave the export industry an exemption because their costs have already been forecasted until the end of the year.
    "Kung magpuno at this time, basin ilang growth ma-slanted, the more na di sila maka-comply. They promised to comply by the first quarter next year. Others have to comply immediately," he said.
    RTWPB plans to publish the order tomorrow or Monday so the increase shall be effective 15 days after.


    Cayanong said that the P18 increase this year is better than nothing, but he admitted that if one will closely look at it, it brings no big impact to an average Filipino family with five to six members.
    Associated Labor Unions Trade Union Congress of the Philippines (ALU-TUCP) director of the Membership Recruitment and Services Department Ferdinand Jumapao said that P18 could not even buy one kilo of National Food Authority (NFA) rice.
    "Kuwang ra gihapon na sya. Pero ang mahitabo ani, bisag gamay ni, malipay lang gihapon ang labor sector, naa gihapon tabang sa pamlete ug pagkaon," Jumapao said.
    The RTWPB trashed their petition for P100 across the board wage increase this year.
    "Damgo na lang siguro nga makuha ang P100," he said.
    Cayanong explained that they cannot go beyond P18 because Central Visayas has one of the lowest inflation rates in the country at 3.5 percent.
    If 3.5 percent shall be added to the prevailing wage rate, the increase will only be P15.
    "So we considered other factors like fuel cost, cost of living apart from the inflation rate. Kani gani questionable na because supposedly, inflation rate already covers everything. But since we want to give people a better life, we tried to find ways na mapasaka pa," he said.
    Cayanong appealed to the labor sector to understand because they cannot just listen to their concerns but also to other groups that will be affected.
    The Cebu Chamber of Commerce and Industry (CCCI) expressed its support to the decision of the local wage board although CCCI president Sammy Chioson admitted that the increase is an additional burden to the business sector, which is yet to fully recover from the economic crisis experienced last year.
    Chioson said that it would have been better if the increase would be implemented next year.
    "But we support the decision of the board because we know that it has undergone series of deliberation. But you know, mu-create na sya og chain reaction so it will be passed on to the consumers," Chioson said.
    Roberto Go, director of the Philippine Retailers Association said that they also respect the decision of the board, but they have fears that more foreign investors, especially in the manufacturing sector will put up a business here since our cost of labor have once again gone up compared to countries such as China and Thailand.

    Special account for SRP income sought

    CEBU, Philippines – The city council is set to discuss today the proposal to create a special account where all the [COLOR=blue ! important][COLOR=blue ! important]income[/COLOR][/COLOR]
    of the South Road Properties shall be deposited and shall be used solely for purposes involving the SRP.
    Councilor Jose Daluz III will propose this to the council during their regular session.
    The creation of a special account would mean that all the income of the SRP will only be used for the improvement and projects for the SRP, including the payment of the city's loan to the Japan Bank for International Cooperation from whom the city borrowed for its construction.
    Daluz said that SRP is the city's biggest economic enterprise and will be the city's central business district a few years from now.
    "Most of the [COLOR=blue ! important][COLOR=blue ! important]money[/COLOR][/COLOR] goes to the special account which can be spent for improving the SRP. So self-sustaining na s'ya ba. Makabayad ta sa loan, naa sad ta'y gamay'ng kwarta. And ma-monitor nato ang iyang income," Daluz said.
    Daluz said that at present, the income of the SRP is used in other priority projects which leaves only a little share for the further [COLOR=blue ! important][COLOR=blue ! important]development[/COLOR][/COLOR] of the property.
    Just like the P100 million scholarship program of the former mayor Tomas Osmeña who is congressman of the city's south district.
    Osmeña gets the funding for the Cebu City's P10,000 scholarship assistance for public high school graduates from the income of the SRP this year, which includes more than P400 million in payment from SM Prime Holdings and about P342 million from the Filinvest Land Inc.


    Daluz said that the fund for scholarship program next year can now be sourced from the general fund which must be available for additional appropriations since it is no longer subsidizing the payment for the SRP loan.
    "For the past years since 2005, we are getting the money to pay for our loan from the general fund. Karon, ang income sa SRP naman atong ibayad, so the general fund must be free now. Remember that in our Supplemental Budget No. 3, we got the P400 million for our loan payment this year from the income sa SRP," Daluz said.
    Since the city is no longer paying for the SRP loan, the general fund shall be free of P700 million to P800 million which Mayor Michael Rama said may be used for other projects.
    For the next four to five years, the SRP shall have an income of over P765 million a year. This shall comprise the P360 million annual payment of FLI, over P400 million annual payment of SM and the P5 million lease payment of Bigfoot.
    Daluz said that the city will also have an additional income from real property taxes next year since FLI and SM will start paying their real property for their purchased lots at the SRP.
    Daluz said that the city government can get a portion of the income of the SRP for the general fund but most of it must be put in the special account.

    Environmental protection order sought vs coal ash

    CEBU, Philippines – A citizen's suit for environmental protection order was filed yesterday by a group of environmentalist and individuals before the Regional Trial Court in Mandaue City against the Department of Environment and Natural Resources, Department of Energy and the local government officials of Cebu Province and the cities of Naga and Toledo including coal-fired power plants operators for alleged indiscriminate dumping of coal ash.
    The Philippine Earth Justice Center represented by its executive director Gloria Ramos, Farmers Development Center, Fisherfolk's Development Center and the concerned residents of the cities of Toledo and Naga have asked for the issuance of a temporary environmental protection order from the court.
    The complainants named the secretaries of the DENR and DOE and its regional directors Leonardo Sibbaluca and Antonio Labios, respectively, as well as Environmental Management Bureau chief Allan Aranguez as respondents.
    The other respondents include Governor Gwendolyn Garcia and Vice Governor Gregorio Sanchez, Jr. representing the Cebu Province, Toledo City Mayor Aurelio Espino, Naga City Mayor Valdemar Chiong, Toledo Power Corporation, Cebu Energy Development Corporation, Salcon Power Corporation and Korean Power Corporation.
    The public respondents are accused of tolerating the alleged "illegal, improper and indiscriminate" disposal of coal ash by the private respondents.
    The complainants claimed that the continued indiscriminate disposal of coal ash in Toledo and Naga will cause "grave and irreparable damage to their health as well as their environment."
    They claimed that the coal ash contains hazardous chemicals which affect the health and the environment.
    "Continued acts of illegal and improper disposal of coal ash by private respondents pose clear and present danger to the life and health of petitioners. They also render inequity to the present and future generation of Filipinos since coal combustion residuals pollute waterways and bodies, the aquifer, the biosphere and the atmosphere," the petition reads.


    The complainants prayed for a 72-hour ex-parte temporary environmental protection order enjoining the coal-fired power plants from transporting outside from their plants any quantity of coal combustion residuals.
    They are likewise praying that the temporary protection order be extended after summary hearing of the petition until the case is resolved.
    The petitioners are asking that the court, after trial, will order the public respondents, through a writ of continuing mandamus, to formulate and thereby implement rules in the proper and sound disposal of coal ash consistent with environmental justice.
    They are also seeking that the private respondents be ordered to clean up, restore and rehabilitate all terrestrial and fluvial areas affected by their alleged improper and illegal disposal of coal ash.
    The Memorandum of Agreement that the province has entered into with KEPCO for the disposal of coal ash at the Balili property is also sought to be declared invalid.

    Widow charged for claiming she is single

    CEBU, Philippines – A widow was criminally charged in court for misrepresenting herself as single when she applied for a Philippine passport even if she was already [COLOR=blue ! important][COLOR=blue ! important]married[/COLOR][/COLOR] to a Korean national.
    Noemie Aspiras alias Noemie Nabatilan Felipe De Kwon was indicted for violation of the Republic Act 8239 otherwise known as the Philippine Passport Act. A P20, 000 bail was recommended for her temporary liberty.
    Assistant Cebu City Prosecutor Ernesto Narido, Jr. however dismissed the complaint for falsification of public documents that the National Bureau of Investigation earlier filed against her.
    Aspiras, who operates BK Travel and Immigration Consultancy Agency, was charged by the NBI for assuming two identities when she applied for clearance and passport.
    Aside from using the family name Aspiras wherein she claimed to be single, she also used Felipe De Kwon in applying for a passport at the Department of Foreign Affairs.
    According to the investigation conducted by the NBI, the accused is originally a passport holder under the name Noenie Felipe De Kwon.
    However, she applied for another passport using Aspiras as her family name and this time claiming to be single. She presented documents before the DFA when she claimed her second passport leading to her arrest last August 10.
    "In claiming the passport, respondent presented her birth certificate and certificate of no marriage. This confirmed the fact that respondent made false statement in her application with intent to secure the issuance of said passport," Narido said.

    Pag-Ibig Cebu City sees hike in loan applicants this year

    CEBU, Philippines – The Home Development Mortgage Fund or Pag-Ibig Cebu City branch saw an increase in its membership and in loan applications this year.
    Provident Fund Division chief, Ana Maria Santos, in a media forum, said there were 40,810 members who availed of the short-term loans as of June 2010 compared to the same period last year with only 35,000 applications.
    This year's increase is equivalent to 47 percent of loan applicants of their targeted 86,696 number of borrowers. Total loan amount expected to be released is P1,447,836 but the actual amount released for the short-term loan was only P742,684, Santos added.
    According to her, they are encouraging members to avail of their Pag-Ibig benefits such as the multi-purpose loans and calamity loans.
    She said they sent letters to members especially to those who have not availed of these benefits informing them of the amount that they can loan from Pag-Ibig.
    During the forum, officials also discussed Republic Act 9679 or Home Development Mutual Law of 2009.
    The law strengthens the Fund's capability as an instrument that will effectively achieve its objectives to improve the quality of life of Filipinos by providing them with sufficient shelter; integrated nationwide provident savings system; and housing through the mobilization of funds for shelter finance.
    This law was signed by former President Gloria Arroyo on July 21, 2001 and became effective on August 27, 2009.


    Santos said the membership to Pag-Ibig is not only limited to employed persons but it is extended to other working groups such as non-working spouses, leaders and members of religious groups.
    Memberships also include Filipino employees of foreign government or international organization; a member separated from employment, local or abroad or ceased to be self-employed and Filipinos who are permanent residents or immigrants abroad.
    Public officials or employees not covered by GSIS (barangay officials and employees, chairman of Sangguniang Kabataan) and employees of an employer who is granted a waiver or suspension of coverage to be self-employed are also covered by Pag-Ibig.
