    In the USA where (in many states) the death penalty is actually legal, had a mayor's office made a televised statement like that not only would the persons lose their job the FBI would swiftly arrest them... it would be an international scandal.... jail time guaranteed.

It's a cycle that begins and ends in corruption, corruption being the cause of both poverty that breeds criminality and also the weak prosecution of arraigned criminals when bribed judges dismiss cases.

    There is what we call the Rule of Law and there are people who doesn't recognize this Rule and gets away with it most of the time. Everytime naay mapatay tungod sa tulis, ang tulisan, while free to roam around, can victimized many more people, even kill some of them. Kung ma dakpan, priso dayon piyansa, inig naa na sa gawas kay balik dati nasad, manulis ug makapatay nasad.

    Dili man gud maka pugonh ang pag ka priso kay inig maka gawas dili man mag tinarong ang tulisan. Mas maayo hipuson as to warn others not to follow.
