Dark Rift's delay is 5, 4, 3 seconds at levels 1, 2 and 3, respectively. A TP Scroll or Boots of Travel takes 3 seconds to channel.
So, with a level 2 Dark Rift you can have shenanigans like the following:

• Use Dark Rift then immediately TP Scroll onto a Tower. In the early game, this is potent to save allied Heroes being Tower-dived, since you show up then almost immediately take both of you back to your Fountain.
  
• Use Dark Rift then immediately Boots of Travel onto a creep. This is useful for saving allies in lanes, but also can be used as a cheeky split push strategy that is nearly impossible to punish (Show up, drop Firestorm and Necrobook units onto a wave, then automatically get sent back). Moreover, allies with summoned units or a Helm of the Dominator can allow Underlord to do this trick anywhere on the map.
  
• Use Dark Rift then immediately Boots of Travel 2 onto an allied Hero. This allows Underlord so save them wherever they are on the map, teleporting on top of them and whisking them both away.
  However, with a level 3 Dark Rift none of that is possible, since the teleportation channelling completes after the Dark Rift delay occurs (at level 3 they are the same duration, 3 seconds, and you cannot cast them simultaneously).
