    17 execs in test leakage scandal to face charges

    MANILA -- The National Bureau of Investigation (NBI) is set to file criminal charges against 17 persons from three nursing review centers in connection with the leakage scandal that marred the nursing licensure examinations last June.

    "We have conducted investigation nationwide and we will be filing appropriate charges today (Wednesday) before the Office of the Secretary of the Department of Justice (DOJ)," NBI Director Nestor Mantaring said Wednesday during a regular media briefing in Malacanang with Executive Secretary Eduardo Ermita.

    Mantaring said the leakage covering Tests 3 and 5 happened only in Baguio and Metro Manila contrary to reports that the leaked questionnaires also involved Tests 1 and 2 and had reached review centers in the Visayas and Mindanao.

    He said the charges are based on the testimonies of about 20 witnesses, on top of documentary evidence such as the test manuscript prepared by the examiner that found its way to three nursing review centers.

    "We are recommending the filing of charges against 17 people in connection with this investigation and we found evidence to support our findings that the leakage was in the areas of Baguio and Manila," Mantaring said.

    Mantaring said they will furnish the Department of Labor and Employment (Dole) a copy of their report.

    He said the charges are for possible violation of the provisions of Republic Act No. 8981 or the Professional Regulation Commission (PRC) Modernization Act of 2000.

    Mantaring, who declined to identify the 17 or the review centers they belong to until the charges had been filed, said the violation carries a penalty of imprisonment of at least six to 12 years and one day.

    Mantaring said their investigation showed that two members of the Board of Nursing were behind the leakage.

    ^ This development could ultimately give us a relief on the issue.

    At least, the NBI probe gives us a more detailed picture on what happened. They should promptly file charges to the 17 review centers that violated the special law to prevent this kind of scandal to happen again. This will ultimately give us a lesson so as not to compromise the integrity of the profession just for the sake of passing exams. After all, our professionals are taking their respective exams to prove their worth in such profession.

    In its 22-page transmittal report, the NBI recommended the prosecution of Ricarte Gapuz, Evangeline Gapuz, Ma. Elena Altajeros, Elizabeth Iciano, and Eleanor Artemia Cruz of RA Gapuz Review Center; George Cordero, Adela Cordero, Jerry Cordero, Corazon Sabado, Macjohn Fabian, Lolita Barlahan, Eugenia Alcantara of Inress Review Center, Inc; and Gerald Andamo, lawyer Glenn Luansing, Mike Jimenez, Jerome Balisnomo, and Freddie Valdez of Pentagon Review Specialist Inc.

    They were charged for violation of Republic Act (RA) 8981, a law modernizing the Professional Regulation Commission (PRC), on the basis of the complaint filed by PRC chairperson Leonor Rosero.

    Guilty parties will also be fined with the amount between P50,000 to P100,000 or both.


    If the offender is an officer or employee of the commission or a member of the regulatory board, he/she shall be removed from office;
    while accomplices may be slapped a penalty of imprisonment ranging from four years to six years or a fine ranging from P20,000 to P49,000 or both while a lesser penalty of imprisonment ranging from two years to four
    years or a fine from P5,000 to P19,000, or both shall be imposed upon the accessories.

    doesn't sound like justice to me..total revamp of the PRC and Nursing board is the answer!

    board exam is a business and the one profitting from it are the review centers and the board of examiners. and the lossers are those students who are ordered to retake the examination.

    how about...Nursing Board Examinees will take the exam again if and only if mag recount sa election...patay GMA..hahaha

    or...they will take the exam if and only if the test will have the same questions..
