look pal... counter insurgency is not just projects.... conflict areas most of the time ang mga local leaders like tribe leaders, cleric and local militia leaders... govt projects will only step in once all that are in place... and in cooperative relationship political will is not necessary, naa nay drive... political will is needed if walay drive...
you see... i disagree sa imoha argument nga needed jud ang political will... not needed nana kay cooperation baya na... the cooperation it self is already a drive... in afp you dont need a political will... if you notice my previous post my arguments revolves around it... i never mention LGU is not needed...
one who initiates needs political will, if its already in place and running.. whats the use of political will? ka epalan ang labas ana...
again i said POLITICS AND MILITARY DONT MIXED
counter-insurgency is too complicated for us... even me wala ko ka sabot sa uban niya nga aspects but atleast ang most common nasabtan nako... every conflict area have its owned counter-insurgency strategy... pero naay standard nga most common
actually the military can provide man maski walay labot ang LGU
Infrastructure = Sea Bees and Army Engineering
Medical = AFP Medical Units and Reserve
Education = Some soldiers conduct teaching sa mga conflict struct rural areas
Security = Auxilliary Militia/CAFGU

le me do a simple analogy on counter insurgency as told by veteran soldier sa AFP c/o timawa.net
A community is like a tree, kung dili nimo na siya butangan ug fertilizer (Social Services) or any pesticides (Security) tugdunan nag mga peste (Insurgency/Rebel), now if incase na sudlan nanag peste daot na na tree, but its not doomed, now what the AFP do is shake that tree... there 3 things that will happen sa mga peste... some may fall, some may fly and some will stay, now after na shake na ang tree what will you do?, you will now introducce fertilizer and pesticides.. who will introduce that? depends... if the area is still hot or naa pay peste nahibilin local village leaders and afp will work hand-in-hand, then once everything is in place thats the time the LGU will provide continous services... again depende ra jud na strategy nga gigamit...
local goverment do provide the basic services to the people affected by insurgency...
unsay mahitabo sa lugar kung mo biya na ang military? with out the support of the local goverment mo balik lang gihapon na..
thats why gani nga hangtud karon problema lang gihapon nato ang insurgency tungod kay kuwang sa political will ang atong mga leader..
lahi lahi ug agenda.lahi-lahi ug pamaagi- walay continuous program to removed insurgency..gikan sa time ni ramos-hantud karon mao lang gihapon ang problema..dba tataw kaayo nga kuwang sa political will?
