Well, what is morally right obviously prevails over effectiveness. The Church could never be and ought never be open to birth control, which really means "Less birth and no control", or is it "No birth and no control" nowadays?
And what is your basis for what is "morally right"?
If morally right means bringing children out into the world only to allow them to eat and live off mounds of garbage and forage in the streets then I'll take immorality anytime.
Compare that to what people like you probably consider to be the "immoral" West where condoms are dispensed from machines. What I see is a more just society where the majority of children have access to resources that could allow them to be everything they could be.
So many have suffered in the name of organised religion.
