    why do we have to wait for an even as huge as the ASEAN Summit to start cleaning up & beautifying our city? lisod ba jud kaayo ni buhaton?

    Maayo unta ug even after sa summit magpadayon gihapon ang kanindot sa atong Cebu. dapat kita mga cebuanos magtinabangay nga magpadayong limpyo ang atong syudad. Tutal wala may mawagtang nato kung limpyo atong lugar, di ba. Dungog pa gani ni nato. Kung kaya sa Singapore ngano di man nato kaya? In ana ba jud ta ka kulang sa disiplina?

    I hope Supt. Pablo Labra II, Supt. Louie Oppus or maybe the mayor could provide a decent sleeping quarters for these police officers, a folding bed would suffice I guess. they are here to complement our local police force during the ASEAN SUMMIT so I hope they'll be taken good care of and shown a little hospitality. let's show to them that Cebuanos do know how to express gratitude to people who are here to help the city in this very important upcoming event.

    Police from Mindanao sleep on flattened boxes in empty spaces

    Flattened boxes covered by woven mats serve as beds on the second floor of the One Citilink Terminal in Cebu City. Fatigues, police uniforms and other clothes hang from ropes, while pails with water dippers serve as bedside tables. Rookie policemen from Mindanao who are in Cebu for their field training program live in such empty spaces throughout Cebu. They were sent here to augment the province’s forces for the Association of Southeast Asian Nations (Asean) summit in December. The 267 policemen occupying the second floor of the One Citilink Terminal are policemen from Regions 10 and 13 and are detailed with the Cebu City Police Office. Some who had time were able to buy folding beds, while others preferred to hang hammocks for them to sleep in. Portable toilets and a shower area in the other end of the terminal are reserved for their use.

    Heat

    Some 14 men are also in an old classroom in Sudlon, Lahug while about 15 men are living in two barangay halls in Consolacion town. Asked about their living conditions, the rookie policemen gave mixed reactions. “Init kaayo diri uy (It’s scorching in here),” said one policeman who was sent to the One Citilink Terminal. He pointed to the roof of one building that reflected the sun’s rays on their new quarters. Most of them have never been to Cebu before and are anxious to go around the city, so they can find their bearings and avoid getting lost.

    A policewoman had to walk from the One Citilink Terminal all the way to the Cebu City Police Office on Gorordo Ave. because she did not know which jeepney to ride. As for the security of their belongings, they are confident that the two duty policemen assigned at the foot of the stairs leading to their new home will keep thieves away. PO1 Bonifacio Patrocinio, 30, has been a policeman for just eight months.

    TOMAS To Secure ASEAN Summit With AK-47 Assault weapon


    The Philippines Cebu City Mayor has said he is planning to purchase Russian-made AK47 assault rifles and assign them to agents of the National Bureau of Investigation (NBI) to help secure the city during the Association of Southeast Asian Nations (Asean) Summit in December, the Philippines news agency reports.

    Tomas Osmena said he was looking at the AK47 because ammunition for the Russian weapons — 7.62mm rounds — were hard to come by and not sold commercially, so it would be less likely for unscrupulous people to buy the weapons off of those who might sell them, since the buyer wouldn’t be able to provide ammunition for the weapon.

    The mayor, however, said he would not purchase the weapons until someone could give him a good offer. “Normally, when the city purchases firearms, it is because I see a good offer,’ Osmena said.


    Aside from the AK47s, Osmena said he was also looking to purchase any model of shotgun that used 20-gauge shells to be assigned to the Barangay Intelligence Network (BIN) personnel guarding city hall.

    He said he preferred 20-gauge shotguns over the common 12-gauge because 20-gauge ammunition, just like the AK47’s 7.62mm bullets, were hard to come by and could only be supplied through special orders, preventing those assigned the weapons from selling them off because buyers wouldn’t be able to access ammunition for the weapons.

    Aid for MINDANAO cops

    THE presence of 267 policemen from Mindanao has stopped snatching and robberies in what used to be one of Cebu City’s most crime-prone areas.


    Recognizing the aid and the role they play in the Asean summit this December, the Cebu City Government will help make the policemen’s stay as comfortable as possible.

    City Hall delivered last Saturday 140 beds provided by Carlos A. Gothong Lines Inc. so the policemen will have better beds.


    That same day, Sun.Star Cebu reported that the policemen slept on flattened boxes with woven mats for sheets. They are staying on the second floor of One Citilink along N. Bacalso Ave., near the Cebu City Medical Center.

    The rookie policemen will augment local police during the summit in December. They arrived in Cebu last week for their field training. They will stay at One Citilink until the end of the summit.

    While some have bought with them folding beds and hammocks, the others were like fire victims with no beds.

    N. Bacalso Ave., specifically the bridge before the corner of V. Rama Ave., is now safe any time of the day because of policemen at One Citilink Terminal.

    City Administrator Francisco Fernandez said they requested ship-owner Bob Gothong for beds after the City learned of the situation.

    “Bisan gitagaan sila’g subsistence allowance nila nga P1,000 kada buwan, lisod gihapon ang ilang kahimtang sa second floor. Maong tabangan gihapon nato sila (Though they have subsistence allowance of P1,000 a month, they still need help),” he said.

    City Hall will also buy additional folding beds and food. There are also nurses to check on the policemen’s health, and social workers to assist them.

    P200M more for CICC okayed

    The Cebu Provincial Board (PB) yesterday passed the Capitol’s supplemental budget of more than P259 million without any cuts.

    Of the P259.83 million, about P200 million will be for the Cebu International Convention Center (CICC).

    The rest will cover the Capitol employees’ collective negotiation agreement bonus and the operation of the district hospitals.

    Eleven board members were present but opposition PB Members Luigi Quisumbing, Estrella Yapha and Victoria Corominas skipped the special session.

    PB Member Agnes Magpale was on an out-of-town trip.

    Member Victor Maambong, head of the committee on budget and appropriations, presented Gov. Gwendolyn Garcia’s proposal.

    Except for very few questions, the budget was passed uncut.

    Garcia had said the Capitol will work within the P250 million budget for the CICC but because of the increasing prices of structural steel, the budget had to be increased.

    To date, the CICC will now cost the Province some P450 million. It will be used for the Association of Southeast Asian Nations (Asean) Summit in December.

    “The summit is an international convention activity, which is of worldwide significance. It is therefore necessary and fitting that support structures and facilities suitable and appropriate to international standards be made available,” stated a resolution from the Provincial Development Council.

    As of now, the CICC is already more than 70 percent complete. The Capitol is rushing to finish the facility.

    Despite doubts, CICC architect Manuel Guanzon, however, assured that the facility will be finished on time, a pledge he is willing to bet P500,000 on. (MBG)

    CICC security cams must be generic: guv

    The closed-circuit television system in the Cebu International Convention Center should not be “Jurassic,” said Gov. Gwendolyn Garcia.

    She reacted to the concern raised by her brother Byron that the specifications for the CCTV for the center are antiquated and will be disadvantageous to the Province.

    Byron is Capitol’s consultant on security.

    Garcia will be taking up the matter with the bids and awards committee. But she also called on the people under Byron not to create their own monster.

    The CICC being constructed at the Mandaue Reclamation Area is the main venue of the summit of the Association of Southeast Asian Nations (Asean) in December. This the first time Cebu is hosting the summit of the Asean, which was created in 1967.

    Aside from describing the specifications as Jurassic, Byron also pointed out that there is no specified approved budget of contract and that he finds it irregular the mention of specific brands.

    Garcia said she has specified that the CCTV must be “as generic and as normal as possible as more sophistication will be provided by the National Organizing Committee.”

    But in a meeting with the consultants, she told them that there should be no specific brands and they should not try to make the terms of preference conform to the specific qualities of certain equipment by a supplier.

    But the standard of the system must conform to the standard of other equipment used for the facility because these will be interconnected.

    “Let’s not create our own monster. It’s bad enough already that everybody has created a monster of not being able to complete the CICC. I advise everybody who’s working with me, in my own team, to kindly not create more monsters if you are in my team. Unless you want to get out,” she said.
