 did you even get the gist of her concern?  it's not about policy or jurisdiction, ni-duol siya isip usa ka sugbuanon ug usa ka tawo nga nag lisod. now, if they have a policy like that at least gitabangan nila using their office to get help from any agency concerned.  from the top honcho in power, it's just a phone call away.  di siguro maka-credit or wala'y photo-ops nga na-andam, mao na wa tabangi diha-diha dayon.  i know first hand and from experience that capitol is a sucker for photo-ops, mamugos pa man gani unya si rory john pa ang mo-speaking dayon.

as i've said, drop the books because philippine politics and even our damn constitution is NOT practiced BY THE BOOK.
