On the other hand, Scarborough Shoal is just 137 miles (220 km) due east of Palauig, Zambales.

Can we expect this ruling by the UN to be a precedent for the existing Panatag dispute?

Maybe China knows they are fighting a losing case already so they are exploiting the place as much as they can now before an official ruling from the UN?
