Both the waitress and the cook (who's an old guy) were staring at Kakashi with lovesick expressions. Kakashi is most likely handsome AND beautiful.
Iruka-sensei (that's the teacher with a scar across the nose) also blushed in the anime and manga when he once talked to Kakashi. But Iruka didn't blush anymore after their argument over the rookie nine.

Kakashi MAY be what the Japanese call bishounen - beautiful boy. But to a lot of Naruto female fans - he is definitely a bishounen even though we haven't seen his entire face yet. There are a of (very well-done) fanarts featuring Kakashi without a mask.
