I asked my friend regarding this issue because when I read the new policy, I'd like to think it will favor more our OFWs. So, I was asking myself if there's something wrong with it because OFWs are complaining on the contents of the new policy, specifically the performance bond.

But when I look at it, the employers will be the one paying for the performance bond equivalent to three months of the salary of their employee. As such, it will only guarantee those OFWs three months of work, at the very least.

[B]Ya if there's any stupid foreign employer out there (who will spend US$5,000 bond plus 3 months salary advance). I think you need more cells in your brain.[B]

please read the new guidelines carefully...i see nothing wrong w/ it.

the highlighted guideline is intended for "direct hiring". if the direct-hiring employer wants to directly hire, he/she should abide by the "bond" thingy, otherwise, he/she can go thru placement agencies. this is to protect our OFW's from abuse especially those working as Domestic Helpers from abuse-prone countries like Middle East and Malaysia...

and ang mga sour-grapers ani ang mga OFW's nga "pamahala-na-attitude". dili nila tanawon nga safe ba ang lugar nga adtoan, good-standing ba nga employer, blah, blah, blah...nya kng ma-abuso, ma-rape, ma human-trafficked, (or God forbid, ma-patay) grabe kaau mo ngaw-ngaw sa gobyerno nga wa kno cla atimana...

THIS IS IT!!! PROTECTION & WELFARE GUARANTEE na ni ninyo, whether u like it or not...if u want short-cuts, pag illegal nlng mo, pero wa lay basolay...

Yeah.. there's nothing worng with it for some people because the keywords are assurance iincome and guarantee etc.. I will paste a qoute of my response to the other thread here.. I have an example scenarion and a real case that you can discuss to your friend if he works at DOLE or whatever..

Well.. the net effect of this is not good for employers/recuiters too who works over the net nowadays.. I'm not againts to those POEA accredited Agencies who wants a cut in the pie.. althought we can say thet the Filipinos can speak the English langaiuge very well compared to the other Asian countires so that's one of our advantage but the thing is for example, if I would be the software technical direct-hire recuiter guy from the US I would rather sponsor/offer jobs to Indians, Chinese, Sri Lankans or people from Bangladesh who has the same skill sets or maybe better technical skills than Filipinos but has English language skills are not very good nad as a recuiter I know I will not be paying $5,000 compared to every hired Filipino I would rather trash the Filipino applicants immediately from the list of potential applicants since it will require more investment to hire compared to other guys.. I expect the other guys can learn the language easily if we will be given a chance to work in the US.. that's natural for humans I think. On the other hand, the $5,000 bond for every Filipino will make us less attractive.. so swerte na to naka larga before this lame idea took effect.

For example, I have a couple of Filipino folks who has issued am H1B visa to work in the US last October 2007 but they are scehdule to travel on March 2008 now what would happen if their employer will know that there will be an additional expense of $5,000 on top for each of them before they can leave the counrty? do you think their employer will not think twice and say wait a minute? I would rather hire two more technical Indians to come over than one Filipino the cost to process a direct hire is affordable.. you say what I mean?

There should be some exemptions on this policy.. if there are worst cases happend in Malaysia then they should do more background checking to those people who wants to work on those places not generalize the entire policy to all OFWs direct-hire... not all OFW's direct hires are DH or skilled workers.. nowadays there are professional workers too like doctors, lawyers and IT professional etc.. most OFW who wants to work to Singapore or maybe in the US will be most likely be hit on this new requirements from the direct hire employers <g> $,5000 bucks ir not an easy money.. imagine for US employers they are the one who will be paying for the USCIS visa petition fees etc that's about $3,500 each already.

im not sure if there are some exemptions...there should be...ky murag lahi man cguro ug case basta U.S. and besides, most OFW's for US usually go thru licensed placement or recruitment agencies like the nurses and PT's which make up the bulk of the OFW's for the US.

anyway, this will be an added red tape for some. maoy nka hasol ani.

now, let's say we take the case of a IT guy in the U.S. who wants to hire a filipino who has already an H1-B visa. all that filipino has to do is to tap 1 placement agency so as to avoid his employer's "$5000 bond", di ba? ang problema lang ani is that kung OK ba sa employer na moagi ka ug placement agency...

IMBIS MOTABANG ANG GOBERNO PARA SA MGA TAO. TABANGAN MAN HINOON PARA MAGLISOD OG TRABAHO.

I hate Manila so much cause for many years they did not able to prove that they are worthy to govern the whole of this islands. I hope that someday the islands will separate from Manila and will improve their economic conditions on their own, cause i believe each island is capable in developing and increasing their own economy just like Singapore who separated from Malaysia. Because in our present government setup only Manila has benefited the resources from the rest of the country. This is a wake up call!!!
