is it really just the system or the people themselves? I may agree with Federalism... but with a Parliament where most of the existing congressmen will be the same, it doesn't look good. If we are to change our current form of government it should be well crafted as not to be abused by this crocodiles.bai FK..what is there to discuss more?..we've seen a lot of nations progress better and have an effective governance because they are using Parliamentary system..why not just pattern our government to these countries instead of bickering on some time consuming matters..think about Singapore.
and of kors it's the congressman who would like the idea because there would benefit from this. Much more they would agree with No-Election this 2007... because they gather more money thru pork without running for re-election in 2007...what causes to impede this transition are the senators who don't like to cut short their powers due to the new government structures..they wanted to stay in power in order to compensate on their losses during the election.
That's why i'm saying that if we want change dapat ato tan-awon og maau nga MAAU jud ang dangatan. With GMA who is hanging on to power... i doubt if this congressmen will not use it to their advantage.

there's nothing WRONG with the system...the incumbent officials are the ones to be changed..it's too bad that some of the filipinos can easily be decieved during the elections and when the reigning begins, the true colors and real motives of the winning candidates come into view..
whatever kind of government system a certain country is into, if there are really wicked persons running the gov't..surely, the country will go nowhere...

For me, all systems are perfect if we talk about ideal people. Systems change in order to somehow, put limits on the wrongdoings of the people behind the system.
If we can find a system wherein we can lessen bureaucracy, pinpoint accountability and proper check and balance then i say we go to that system.
It is a fact that we have corrupt officials. Knowing our culture + our current political system then its highly probable to have problems.

Now if we can find a system to filter or to check these mindset then that could help our country.
The question is not on the political system but on what political system fits best for our country.
