China have indeed been implicated in several hacking incidents, particularly against the U.S., Taiwan and Hong Kong...for obvious reasons. As to what they'd get out of spying on Filipinos, perhaps it has something to do with the disputed islands. But then again, our government bureaus operate largely offline--and even if it is online, the bureaucracy is too inefficient that you'd wait for days to get what you want. When it comes to online stuffs, people here indulge in trifle things like showbiz gossips and finding insulting statements from overseas and then demanding apologies. If China finds value in those things, then be my guest and lower your IQ while you're at it.
