buts still i say DOOM!!
It could be argued that Doom is one of the most complex comic villains ever - similar to how Batman is one of the most complex heroes. Honestly, I think Doom has even more facets to his character than Batman does.
Part of Doom's appeal lies in his intelligence, obviously. He's clearly one of the smartest guys on the planet. But he's also a noble character. Doom could be a hero if he didn't have the psychological flaws he has. He only wants to rule because he completely believes he's the best person for the job. He's convinced that the world as a dictatorship under him would be better off - and there's been evidence over the years that he may even be right.
Doom's flaws are what make him more than a one-dimensional villain, though - and they're also what keep him from acheiving his goals, IMO. He's completely vain - so much so that he destroyed his face over one tiny scar. His nobility won't allow him to break a promise or murder his enemies in cold blood. The FF would have died years ago if Doom didn't consider them foes worthy of his respect. But Doom's ego is what drives him the most - it's made him crazy. In his own mind, no one can match his genius. He is utterly and completely convinced of this, even against evidence to the contrary. You could write a paper on why Doom's self-image is so important to him. More than anything, this is why Doom hates Reed Richards, and by extension, the FF. Richards proved him wrong. Arguably, Richards proved his superior intelligence - though Doom would never admit this. Richards is a chink in Doom's psychological armor. That's why he hates him with every fibre of his being, and respects him just as much.
There's MUCH more to Doom than "an armored Batman." Being on top of most situations is an interesting aspect to the character, but his quirks and his damaged psyche are far more compelling.
