    The problem is actually a by product of something big and something systemic. Some of these criminals, gangs and syndicates are affiliated with underground groups like the NPA or even some other organization that does not have the interests of our city. These groups keep the city weak and the proceeds from their craft can be used as funds for their continued operation.

    The AFP and other intelligence knows about this but unfortunately they still can't do much to completely eliminate this problem because some of the higher ups in the government and private sector are sympathizers of these people. Most of them are just doing this on a freelance basis but it can't be denied that some of them are actually organized and have deep connections.

    Also, note that cebu is around 70% mountain and 30% flat and coastal but there is little money to be found in the mountains hence people flock to the flat areas and coastal areas. Where people converge these bad elements also thrive. But the mountains also serve as a good place for these pests to hide and coordinate.

    If you really want an ultimate solution to this, a good measure would be to tag the motorcycles with a chip that receives and transmits its wifi signal which contains the identity of the motorcycle and the owner. This does not require a huge data payload so the wifi service would not be interrupted by those using it. Of course you would have to upgrade our IT infrastructure to provide good wifi coverage. Anyway the point is you would be able to track them in real time and be able to correlate the time and place where a crime happened and look into the database of all the motorcycles that happened to be in that area, invite the alleged suspects for questioning and narrow it down to the real perpetrators.

    But this may violate our constitutional rights.
