A lot of these problems really stem from poor urban planning on the part of the government. For example, I've noticed that a lot of people prefer to use the foot of the Ban-Tal flyover to cross the road to get to other side to BTC or Country Mall. I used to wonder if that's due to lack of discipline or some other reason. When you think about it, you can understand why. After the road-widening, it becomes more dangerous to cross the wider part of the road. The foot of the Ban-Tal flyover, however, has a small ledge on which people use to stand, while waiting for traffic to clear. Still, this available option for pedestrians is a dangerous one.
I used to wonder why we Filipinos are able to observe other country's traffic rules but not in our own country. I think a little of that is due to lack of discipline, but a lot of that is due to government failure. I mean, even in Hong Kong, people use common sense when they cross the road. The police are not that petty as to arrest you if you cross a road that's clear of cars even though the "Don't Walk" light hasn't turned "Walk". Here in Cebu, the police are very petty to the point of lacking common sense.
I believe that when you make laws you must make sure it is easy to follow. And when you enforce them, you must use common sense and not dwell too much on technicalities. Otherwise, you're setting yourselves up for failure. If you think about it, our law enforcers are actually stricter on petty violations than on the major ones.
