r2 is Europe
r3 is Asia

the difference is the language/subtitle but the major implication is if it has DLC and online pass. its region-specific. so you have to have the same region for the game and your PSN account.

it doesnt matter what your vita console region is. Its only the PSN account and game that matters. region-free man ang vita just like PS3.
