We have bayanihan Linux already.... Think of another proposal without thinking the return of investment involving money.... If you like to continue with your proposal, document first and state everything and your purpose especially the statement of the problem and statistics that justifies the problem........

It's great that you come up with these idea. I thought about this too. The main idea is to have our own OS right?
These needs a lot of thorough research. If we try to create this stuff we really need some high-level skills. OS is the most complicated software as far I know and I hope you agree. So taking this challenge is very difficult but is worth a try.
You may form a research group. This maybe just a volunteer group who will spend just a few time to find out what to do with this project. I know it's hard to fund this kind of project because as you can see many disagree with your proposal.
They are right about the open source LINUX, which can be modified to your preferrence. You may base the new OS on LINUX architecture.

Well it is a dream, but somehow a dream can be made as a reality when someone really wants to push with it with no further hindrances. Money's one hindrance, but we can make things on scratch. Even Steve Jobs created Apple (not only him) on a garage.
