Objectively speaking, I think Tomas is more effective sa Executive Branch while Cuenco is a better Legislator. Their performance / track record will show that. So it's like comparing apples and oranges...

In its face, the act is indeed questionable but we have to wait for the congressman's response before making any conclusions. As good as an administrator and executive as Tomas may be, he is also an opportunistic businessman and a calculating politician. One cannot be faulted for suspecting the alleged "donation" to be nothing more than leverage/investment for Tomas's business/political aspirations in Bohol. As cynical as it may sound, a politician's concept of "charity" is usually synonymous with "self-interest."
