If GMA instructed Garcillano to cheat then why did she make that call 3 days after she was declared winner by the COMELEC?


Solita Monsod said and PREDICTED in one of her columns before the last elections that even FPJ was very popular there was still a big chance that they will lose because the opposition was divided in 5 factions. In fact this was one of the reason that triggered GMA to run for the Presidency.

COMELEC can declare the winner because they are the agency who counts the votes subject to Congress' approval. Personally, if candidates don't recognize the COMELEC's results even prior to Congress' approval then why do candidates already concede before they even declare the winner? makes sense right? They even recognize NAMFREL's results and the results are more or less the same.
