Ok, so your PC is not set to any static ip.
For testing, I connected this modem straight to my PC, set my PC to dynamic IP (what you have already), type 192.168.1.1 in the browser and voila, the web interface poped up and asked me for username and password...
I can only imagine that PLDT may have changed your routers IP. Thats weird. So if you ping the router via ping 192.168.1.1, there is NO response?

@rheznat: Problem is, his PC is set to dynamic IP and he does not know the routers IP, so he cant login into the router.
I think, he should do a hard reset, which will set the router back to default and it should have ip 192.168.1.1 after that.

This is weird. Any chance that you have a firewall which blocks?
Do you have to access the internet via a portal (usually something like http://10.254.8.15:8080/home?
Or do you use a windows dialer to connect?
IF you use a portal to login, its another story and another problem...
Also, check http://www.pinoydsl.net regarding your problem.
