I don't understand Cebuano dialect, so hopefully you be speaking in pure Tagalog/English for later replies...but I guess you want to know how to get to Baguio from Cebu the cheapest way.
:: Get a promo flight from either PAL, Airphil or Cebu Pac (I guess Airphil has the lowest rates in a year promo basis).
:: From NAIA Terminal 3 (there are shuttles but will only be until Pasay Rotunda, I'm not sure). Or better haggle with a taxi driver to drive you off to Victory Liner or Genesis (these ones I am sure have trips to Baguio, since I already spent about 5 years my life living in Baguio City).
:: I am not sure how much the cost is, but more or less it wouldn't go over Php 500 (I haven't gone from Baguio to Pasay).
*FARE COMPARISON: Genesis Buses are cheaper than Victory Liner (for small amount), both are aircon buses. By the way, all buses coming from the south of Tarlac City (Manila indeed) are aircon--so DO NOT waste time looking for an ordinary bus.
:: Coming from Pasay, there will be 3 major bus stops. (1) in Dau, Mabalacat, Pampanga, (2) in Siesta, Tarlac City (near SM City Tarlac) & (3) in Sison, Pangasinan (before the bridge that separates La Union from Pangasinan). Total travel time will be 6-7 hours. Tarlac City to Baguio is 4 hrs away. Dau to Tarlac Siesta is 1 hour away. I advise you to pack your snacks because food at bus stops are EXPENSIVE.
:: The trip will be having its way through North Luzon Expressway and Subic-Clark-Tarlac Expressway IF IT'S NOT going through the national road in Mabalacat, Pampanga. From NLEX you will notice the Mount Arayat and from SCTEX, you will pass through the Azucarera in Hacienda Luisita.
**TO THOSE WHO PLAN MANILA TO CLARK THEN TO BAGUIO:
:: You will have to ride a bus northbound, it is safer if you look for buses bound to Baguio. Then tell the conductor that you will be @ Dau in Pampanga ( it's a bus stop). From Dau terminal, ride a trike going to Maingate Clark. There are not much places to visit in Clark, but when I had my trip there, we went to Zoocobia Fun Zoo (which has the first ever gravity race karts in the Phil & another zoo by Zoomanity Group who established the Zoobic Safari in Subic), and Paradise Ranch and SM City Clark. Besides, except for SM which is near the maingate, the other two are located in the outskirts of Clark @ Sacobia Valley--and for that you have to hire a jeep (Php 1000) back and forth (no trikes allowed inside Clark).
:: If you are now off to Baguio, just get to the Dau Terminal and look for the Baguio buses.
***I FAIRLY SUGGEST THAT YOU BETTER SKIP CLARK IF YOU ARE ON A TIGHT BUDGET BECAUSE IT IS OUT OF THE WAY.
:: OR better yet, if you are looking for a side trip other than Baguio, I suggest you go to SUBIC and experience Safari and Ocean Adventure there.
****COMPARISON OF CLIMATE: MANILA/CEBU and BAGUIO
If you are going to Baguio in summer 2012, the climate is still cooler than any other cities in the Philippines. Temperature here doesn't go higher than 30ºC (Cebu goes higher than 30ºC during those times). But do not expect anything cold except @ night. Summer nights in Baguio City is like December/January nights of Manila/Cebu.
The sun is scorching, but once you are under a shade, you will feel a cooler weather. Compared to Cebu/Manila, even if you are already under a shade, you will still sweat (and that malagkit feeling).
If you want to experience colder temperature, better go here by January or February (good if you visit the Flower Festival). At times, temperature here in Baguio City goes down @ 7ºC (cold!). Usually, Baguio is 10 degrees colder than any other cities in the country. So if you go here during those months and plan to walk and tour Burnham and go boating at the lake at night, you better bring your jackets. Lalamigin ka talaga, especially na galing ka sa Cebu which is hot. Lalo na pag umulan dito, maginaw talaga. Maeexperience mo na din yung umuusok yung bibig mo pag humihinga ka pag gabi or madaling araw. Yikes.
*****OTHER INFOS (in Tagalog na hehe)
1) Wag mo piliting maligo sa hotel/transient ng walang heater! Parang galing sa ref lagi yung tubig dito sa Baguio.
2) Wag mo kalimutan na pausukin yung bibig mo pag nagsalita or huminga...hehe experience lang pag nasa malamig kang lugar. Yan di mo magagawa sa Cebu kahit midnight na hehe.
3) Mag-tour ka na jeepney, mas matipid. Pero wag mag-alala, lahat ng taxi dito, de-metro. P35 ang start tapos 2 per patak. More or less hindi ka maloloko dito, Di gaya sa Manila at Cebu na nanghihingi ng fixed rate (lalo na sa Manila).
4) Top list pasalubong mo dapat Ube Jam, Strawberry Jam at Blueberry Jam. Marami pang iba kaya dapat madami ka dalang extra money for pasalubong.
