assume 10-15% sa buildings, maybe 20-25% sa roads, then may 50% in case of "feasibility studies" bwahahahaha....
naay tongresman sa west coast, manghud ni inday gwen ... from bankrupt lawyer/club owner to a P20M house in less than 3 years.

72 million pesos /Congressman every YEAR = 216 million for 3 years
200 million / Senator per year = 600 million for 3 year term
