The report was base from an eye witness. The eye witness "could have thought of it was a squirrel" but in reality it may be not it just happen to resemble one.

The attack lasted a minute and the piece mentions passers-by which I took to mean more than one person. There must have been many squirrels to overpower a large dog. I knew they were omnivores, but this story is one of the strangest things I've ever heard. BBC would not have published the article if it were deemed to be unreliable or a hoax. If someone had caught the incident on video they would be getting a lot of offers from TV news I'm sure.

They actually time the happenings that witnesses were able to conclude nga it lasted for a minute? How far were the witnesses from the incident?

Take a look at this scenario:

person1: oh look a group of squirrels swarming the dog eating it's flesh out
    person2: are you sure?
    person1: you blind?! that's a squirrel I swear!
    person2: ok
    person3 passes by
person2: hey look squirrels are eating the flesh out of that dog
    person3: are you sure?
    .
    .
    .
    and on and on...

The report is hard to believe, makasabot ko if langgam na ilang gikaon but a dog, 4x atleast the size of a squirrel? Nope not a squirrel....

You seem very convinced that the story is wrong. You do realize that squirrels are rodents not dissimilar to rats and that their normal food source (pine cones) was in short supply? The story states that prior to the attack the dog was observed barking at the squirrels so it is not unreasonable that assume that somebody was watching what was going on. I find the story ghastly and bizarre, but I can't see any reason to doubt it.

As for the issue of relative size , well greater numbers prevailed. Anyway for more freaky goings-on take a look at this (also from Russia):
