Depositors’ tempers began to flare Wednesday as several branches of Banco Filipino (BF) Savings and Mortgage Bank remained closed for the second straight day Wednesday.

Several depositors who trooped to the bank’s branches in Manila and Quezon City were dismayed upon seeing the branches were still closed, and security guards refused to talk to them.

“Paano mag-aral ang anak ko niyan (How will my children continue their studies)?" an irate male depositor who went to the bank’s Intramuros (Manila) branch said in an interview on dzBB radio.

He even called bank officials responsible for the situation “gago (idiots)."

DzBB’s Carlo Mateo reported many of the depositors who lined up outside the Intramuros branch before 9 a.m. had hoped to encash their checks.

Even the automated teller machine (ATM) at the branch bore a sign indicating it was “temporarily offline."

This prompted the depositors to appeal to President Benigno Aquino III to intervene and have the BSP and Banco Filipino officials sit down and talk, the report said.

A similar scenario occurred at the bank’s branch along Kamias Road in Quezon City, according to a report by dzBB’s Allan Gatus.

Depositors at the Kamias branch went there early but saw the bank was padlocked.

Bangko Sentral ng Pilipinas Corporate Affairs Office director Fe dela Cruz appealed to depositors for calm, saying the BSP will act on the situation.

Banco Filipino on Wednesday blamed the Bangko Sentral ng Pilipinas (BSP) for the bank run they are experiencing.

In a Radyo Inquirer interview, Atty. Perfecto Yasay, Jr. vice chair of Banco Filipino, said that a smear campaign allegedly being spread by the BSP is the reason behind the mass exodus of their bank’s depositors.

“Banco Filipino right now is suffering from a very serious bank run, ibig sabihin ng bank run, lahat ng depositors namin ay dinudumog kami para i-withdraw ang kanilang deposit sa banko (Bank run means all of our depositors trooped to us and withdrew their money),” Yasay told Radyo Inquirer.

“This bank run is brought about by a smear campaign (coming out in the tablois) na lumalabas sa tabloids, na yung (that) Banco Filipino (is falling down, mismanaged) and if your look at the tabloid reports, the source is Bangko Sentral,” he added.

After reading the reports, they had requested the assistance of the BSP to deny the rumors to allay fears of their depositors.

“Sinabi kaagad sa Bangko Sentral, (BSP immediately said) you cannot claim this. This is not true, we are closely supervised by you through your comptroller every day. Walang singkong lalabas mula sa Banco Filipino kung hindi (Not a centavo will be released from Banco Filipino if not) approved by the BSP comptroller so how can you say that we are being mismanaged And besides, this is an illegal activity that is being undertaken and the BSP is being used for this purpose, so we ask of you to immediately disclaim this. Ayaw kami tulungan (They don’t want to help us,” Yasay added.

According to Yasay, they think the BSP’s refusal to adhere to the Makati court’s order to implement the Banco Filipino’s business plan. The order was approved in November 2009, Yasay said. He added that they have filed a complaint for contempt against the BSP regarding the matter but the latter filed an injunction case at the Court of Appeals.
