    LEDAC meetings have prioritized bills which needs legislation immediately such as election automation system. In as much as the election year is coming near and we have to be prepared for it, we really need this kind of law.

    We have been very outdated since other countries have already been practicing automated elections for so many years now. It's high time to prioritize these kinds of bills.

    If this is the way we think, then there is no use for this new system and there is no use for the new election. Imagine, after all the hardships of the senate to pass this bill, corrupt officials and hackers will just benefit from that? Sick!

    II think that we have come up to this, first because we want to eradicate that elections cheating, second, we want to have a new system in election, improvement. How can we have a smooth election if these are in the minds of people? How can we help improve the government system if we will allow these things to happen in our own land?

    Let us just hope that as early as now, we’ll have a God fearing candidates who are willing to serve and protect its people.

    The congressional bicameral conference committee on the automated election system has approved the bill calling for poll automation in 12 areas in May 2007.


    Bicam approves poll automation in 12 areas

    Based on the bill approved by Congress, full automation would be implemented in two provinces and two highly urban cities in Luzon, Visayas and Mindanao in the May elections.

    The choice of the areas would be determined by the Commission on Elections, with the consent of the respective sanggunian or local councils.

    Local government units whose officials have been the subject of administrative charges within 16 months prior to the May 14, 2007 elections shall not be chosen for the pilot automation.

    Nationwide implementation of poll automation would take place in 2010.

    No specific automated system was defined under the law for the 2007 elections as different systems could be used depending on applicability.

    Sen. Richard Gordon, chairman of the Senate committee on constitutional amendments, revisions of codes and laws, emphasized that there would no longer be any more dagdag-bawas (vote padding and shaving) and wholesale cheating under the law because tallies at the precincts would be transmitted electronically
    simultaneously within one hour after the printing of the election returns.

    The results would be transmitted to the different board of canvassers of the Comelec, the accredited citizens’ election watchdog group, the dominant majority and minority parties and to the media through the Kapisanan ng mga Brodkaster ng Pilipinas.

    A copy of the election return would be posted immediately at the precinct so that the public may see the results.

    An automatic random manual audit would also be implemented under the law in one precinct per congressional district to be chosen by the Comelec in each province and city.

    The bill also provides for the creation of an advisory council that would review and recommend the most appropriate, applicable and cost-effective technology for the automated election system.

    Ive heard that COMELEC has vowed that there will no guns allowed during the election to anyone involve except for the police and military enforcers.

    let us hope that everyone will cooperate and follow the law. Let us show that this will be a good start of the year with the hope of a success and peaceful election.
