Sad that the first heads to roll were those of the workers. Ultimate responsibility for safety lies with top management. We need to change our mindsets regarding safety as an unnecessary inconvenience and additional cost. Everyday we see overloaded jeeps, overloaded motorcycles (only the driver needs to wear helmet?), tricycles plying national highways (ma wad-an unya votes si Mayor), and during peak travel season, overloaded ships.
