try this...open the program War 3.(dota)...go to Options/Sounds...change your sound provider to Miles Emulated 3d...then restart the game..

had this exact problem before and what i did to solve this was very simple... getting a new copy of dota and patch it with the latest patch available. (you can download a new one)
