it's not true na makabalo raka sa value sa person if mwala siya nimo... you always know its value it's just that you just don't think mwala pa.. and when the time comes mwala na... panic mode.. dira pa mgawas ang adrenalin and guts to say it out loud

Another reason might be this:
When a person knows that the LAST chance to say it has come, and he realize there will be no other opportunity, we feel the pressure within us to share what we feel.
We usually realize the value of things or persons when they are not here. (or when we realize they are leaving)
sometimes, realize too late..
