That is because the what google says "googlebombing" is orchestrated (yes, a political statement) by Bush' detractors.
This is mainly caused by numerous backlinks. Technically, numerous websites across the Internet contains high keyword density for the word "failure" and "Bush" and refers to (with a link) to Bush's official website. Google's algorithm also consists of how many other websites (it's called popularity) list a certain other website.
