hi dexter: i'm also in the market for a brandnew laptop with a budget of around P30k. currently, i'm looking at NEO Élan L2270 N. this is available at Neo (SM Northwing) for around P31k.
i'm looking at this model because of its price and i also need a video card of at least 512MB memory. i am in no rush to buy as my gaming-spec'd Desktop PC is still 4 months old

bag.o ra man naka palit ako migo sa SM ug dell laptop, payter naa kaau ug specs.. C2D nya 2gig mem, 320 gig hd.. hehe brand new pa.. didto nalng palit.. 29K ra palit niya last saturday hehehe

yeah, i suggest you buy a brandnew unit. laptops are highly mobile units so mean-time-between-failure could be up anytime. unless the current owner gives a 1 or 2 months personal warranty or the unit is still under manufacturer's warranty, then go for it.
