if the so called perpetrator will get caught, the fight is not IT or legal, it is through media propaganda.

Ang nikiha taga Canada because the hosting site is in the United States so this particular situation may also apply if the complainant lives in the Philippines and files a case in Irvine, California where istorya.net is hosted.
