i wanna know about civil marriage

What i learned so far is we need to acquire a CENOMAR, passport, original or certified copies of our birth certificates.
A waiting period of ten days for the marriage license.
Also, a judge's name will be drawn(yes, like a raffle) to do the ceremony. A marriage ceremony can only be performed outside the courthouse if the Mayor will be the one to do it.
