slightly OT:
about the car thingy... who cares about pedestrians not using skywalks? .. what bothers me are the street beggars who like... need to breathe on freshly car washed car windows.. or hit the car or throw rocks when you decline giving them money...

I know i know... these kids are very unlucky and deserve our sympathy bla bla bla but who here honestly doesn't think about getting out of the vehicle and kicking some dirty ass when they intentionally block you, hit your car, throw firecrackers at your car, throw a rock at your car, wipe a clean window with a dirty cloth, knock with a hard object on your window or fake scream when you go ?

It's easy to lose temper after 3 hours of cebu city traffic

but seriously.. i don't think we need more ordinance nor law. i think we have enough already...
the implementation should be done mercilessly no exception and laws must be implemented 24/7...

with regards to implementation, laws here in our country is in the book called 1987 Philippine Constitution ra....... naa ra sa libro......

-no smoking inside ANY establishment including bars, clubs, etc.

-any person hit by a vehicle 250-300 meters from a pedestrian lane or skywalk will be fined or imprisoned.

-homeowners who do not maintain their front yard will be fined.

Drunk driving or DUI for that matter should be implemented just like here in the States. Particularly in Cebu, a thriving city with tourists, therefore lots of vice and entertainment.
