    @gwapo_gyud: Correct ka bro. Progress is good for us Cebuano's but sana "responsible development" or "considerate development" dili puros lang profit nya bahala na ang ma perwisyo. LANDCO should be made responsible for the damage it has brought about to those who have been flooded.

    @Nito & Golden: Yup ugly scar! you should go up there and see how ugly it is. Kung mo palit ka yuta there puros gyud bakilid, wala gyud flat area so just imagine where the water goes and the probability of landslides. The worsed scar gyud unya is when this all becomes concrete and dili na maka percolate ang tubig into the mountains. Mo samot gyud nya ang baha.

    @weena: You are right about the trees. But in this case it would still not help due to the steep slope at Monterazas. According to the Operations Manager Si Zeny Quibranza - naa kuno holding ponds pero PALPAK wala mo sulod ang tubig didto so still it floods forest hills area and Labangon.

    Kung maka adto mo kita gyud mo unsa ka short-cut ang trabaho sa mga taga Manila (LANDCO from manila, even the contractor taga Manila). Wala gyud ang taga Cebu na harvest diri kung dili perwisyo lang.

    in fairness sa DENR mo share lang sad ko sa akong experience....naay designated areas sa Cebu nga protected...meaning ang owners sa lots dili ka pataka ug develop without ECC (Environmental Compliance Certificate)...nya mo submit ka ug application pack sa office sa CPL something...morag Cebu Protected Landscapes...ambot unsa to complete name sa agency....ang samples sa protected areas kanang Buhisan, Sudlon, Bonbon...ug uban pang mountain barangays unahan sa busay...ila i-review unsa ang developments nga buhaton kon dili ba maka daot sa environment...and naa certain restrictions sad....i have personal experience with this so maka ingon sad ko nga not all the time waly gibuhat ang DENR.....what i am trying to say here is that other areas are free to be developed sa mga developers nga dili na maka hilabot siguro ang DENR....unta to personal conviction na lang sa developers not to damage the ecological balance and to not "scar" nature oi....sakit baya kaayo paminawon sa nga kita ra jud nag guba sa atong own habitat....

    usahay kita ra sad ang nag cause ngano masuko ang Mother Nature and ma baslan ta ug linog, lunop, bagyo ..ug uban pang natural calamities kay ato man gi disrespect ang nature sad gud...

    there was an inspection sometime last week and they said Landco is not the only factor behind the flooding but just one of them. Nevertheless, they contributed to it.

    we all know that two other private subdivisions are in those mountains –South Plains Subdivision and Maria Luisa Estates.

    Korek @giddyboy. LANDCO's development has exacerbated the flooding. Part of the blame should also go to the antiquated drainage system sa city.

    The local government approved the development plan (without thinking?). What i don't know is why LANDCO still continues to work on the project, as they have been opening new phases left and right, when our 'ol mayor has suspended their development permit earlier this year and up 'til now.

    Was that just for show mayor Tom or has LANDCO made a mockery of our city officials, blatantly defying the cease and desist order ?

    Unsa kaha, naay nakadawat?

    Agree. DENR is doing its Job to protect the protected areas. Though the major responsibility falls on the City and HLURB to make sure that the LANDCO plans are sound - dili ba ang DENR unta ang expert sa geological matters and therefore should have made a more in depth evaluation of ecological effects, ESPECIALLY FLOODING? They have control man gihapon because required man gihapon ang ECC. Short-cut gyud ang LANDCO ambot lang kaha ang atong authorities and mga "experts kuno"?

    Ang gi buhat karon sa City engineer ug LANDCO is binogo trial and error, thats why the ponds did not work. Samot pa gyud Binogo si Ms. Quibranza of LANDCO kay butangan lang kuno nila ug sandbags ang current path sa water to re-direct it into the ponds.

    Notwithstanding ang na perwisyo sa ubos - kung ikaw mo palit sa Monterazas P 10 million ng yuta, gasto ka P7 million sa rip-rap then una pa ka maka tukod ug balay - then ang imo balay agi-an pud sa tubig kay na ubos-ubos kay. Mo sugot ka nga BUTANGAN LANG UG SANDBAG SA LANCO?

    Murag sayang kaayo ang P30 million. Adto nalang ka sa lain palit.

    Bro Arnie and Giddyboy - naa pa gyud daghan na other private subdivisions like Nichol's Heights sa TAFT properties. Correct man pud that the government should also update the "antique drainage" or more accurately NO DRAINAGE!

    But in the case of Landco and even Taft (caused flooding in forest hills a few years back), if maghulat sa ciudad mo develop sa drainage WITHIN THIER PRIVATE PROPERTY, dili gyud na ma hitabo. They are earning MILLIONS if not BILLIONS in the project - mahal gud kaayo per plot average P10 million. So sa ka duol nalang sa creek na ang tributary hills mao man ang Monterazas, ngano dili naman lang nila i SUMPAY ang ila privat drainage to a point of the creek where it is deep enough to direct water. By the way this creek is the one that goes through banawa, then labangon, behind CIT, then drains to the sea at the SRP bay.

    Also, it is not just about re-directing the water but MORE IMPORTANTLY slowing down the water. Mao bitaw na nga banned na ang aggregates extraction sa Mananga because without the rocks it ACCELERATES the water. So the concept sa LANDCO of "holding ponds" is in the right direction - but this should have been done PRIOR TO BULLDOZING to prevent flooding.

    Again, binogo and lack of engineering or operations solely for profit and bahala na ang ma perwisyo.

    Think about this - if ATLAS MINES (now Carmen copper) has been stopped to ship by DENR due to its lack of completion of water control for its mine tailing flooding (mines use a lot of water to recover the ore and therefore need to include in plans the control of this water outflow)- despite that this is a very large project that would have benefited many Cebuano's/ Filipinos from the taxes and foreign exchange revenues.

    Why should the Cebuano's fill the pockets of LANDCO, while DENR does NOTHING, when the project has caused more harm than good for Cebu?

    So mga sugbuanon, lets take care of ourselves and work to get this problem fixed. Lets get the word out and write to the press. Tell your friends here and abroad. Tell the Monterazas buyers of the project problems. Post in other Cebu and realty sites.

    Victim ka this time? I hear all the roads to francisca village are ruined, a lot of houses got flooded and mud filled in guadalupe, banawa too and it caused a major traffic snarl.
    Just saw the coverage on the local TV Patrol and showed one of the Gabions broke loose - Monterazas is admitting liability this time as seen on TV while at the Guadalupe barangay to Capt. Gakasan.
    On sunstar they Monterazas promised no more floods this year because they already have 12 holding ponds - YET WE HAD A FLASH FLOOD YESTERDAY!
    Why wait for our dear mayor to make good on his empty promises? maybe it's time we do class action suit against the Mayor and Genvi for incompetence!
    This one seems to be the worsed, if you are or know of a flood victim in the area (see 1st post), register below - lets get a class action started:

    1- tuscania, home flooded 7/20/11 about 750T damage
