Whitewash feared in Bolante decision

MANILA, Philippines—Crying “coverup” and “whitewash,” a senator and a militant group on Saturday assailed the decision on Friday of the Office of the Ombudsman to dismiss the graft complaint lodged against former Agriculture Undersecretary Jocelyn “Joc-joc” Bolante and 10 others.
Sen. Mar Roxas cast doubt on the fairness of the Ombudsman, saying the junking of the complaint could be “the start of an official whitewash of the anomalies in the agriculture sector in the Arroyo administration.”

The leftist Kilusang Magbubukid ng Pilipinas (KMP), for its part, said that with the dismissal of the case, Bolante could eventually be acquitted in the plunder case filed against him and President Macapagal-Arroyo in connection with the fertilizer fund scam.
The opposition has accused Malacañang of diverting P728 million in a fertilizer subsidy to farmers to the campaign kitty of President Arroyo in the 2004 polls.

Rice scam: Municipal agricultural officers are the culprit behind the discrepancies in the fake signatures. a systematic procedure to improve the manner of distribution of farm inputs and implements to the intended farmers and monitor the distribution to maximize use of government resources and increase performance level is badly needed w/ this program.

good job COA. i was told by a COA insider that they are already implementing PRE-AUDITS and not POST-AUDITS only. this way, mistakes and anomalies are at least avoided before projects are implemented.

Fertilizer scam: if im not mistaken, JocJoc is facing 2 charges at the Ombud: overpricing and plunder.

The Ombud decided to dismiss the overpricing charge due to lack of evidence. any good lawyer knows that. but what Mar Roxas did is just making a spin on the issue as an appeal to fear. any politician knows that.

as for the plunder charge, chances of it being dismissed is very slim. the evidences are written all over JocJoc.

but Ombud Gutierriez has to make an effort to fast track JocJoc's case as accusations on her of just sitting on the cases have been piling up. this may sound too harsh, but kung pwede kaladkarin c JocJoc from the hospital to the Senate ora mismo.
