If this is true " no work no pay" for 4 days? Cebu is not Tomas and Tomas is not Cebu. i think the title is right.

Tom offers P100T for town festivals

Since a four-day holiday will not ensure people will stay out of the city during the Asean summit, Cebu City Mayor Tomas Osmeña is offering P100,000 each to 49 municipalities and cities in Cebu for them to hold a festival in their localities.

Osmeña said the holiday will only be effective in helping ensure peace and order if people will go out of town.

Aside from trips to the beach, town festivals will keep the locals out of the city, the mayor believes.

well it seems wla na ta ma buhat coz gi declare namn jd na holiday... tomas wants to project a good image to other countries that is why he is concerned about the peacefulnes of cebu this ASEAN Summit. it could benefit tomas' image but most of the benefit really goes to cebu. sayang sd ang 4 days of no work..thats a lot of money na unta..hehe but well i guess we need to sacrifice for a greater gud...char! hehehe
