You have my sympathy. Truth be known, these type of incidences happens quite very often... VERY OFTEN indeed. In my present position, I have come across all types (or at least a great many kinds) of "skippers" (In the hospitality industry we call them “skippers” because they skip the bills)... this happens in Hotels, Motels, Boarding Houses, Dormitories, etc.
The perpetrators range from transients, tourists, students both local and foreign, newly weds, even families, workers that range from simple clerks to as unbelievable as call center supervisors. Shame they resort to such schemes.
Since your question is about an unpaid rental (whether room or apartment) I would like to mention some of the many experiences I have.
- It almost always involves a delinquent account and because of it they request to use their security deposit... regardless of how many months the deposit is, it is eventually consumed.
- Once the deposit has been consumed, they (tenant) too disappear.
In most cases it involves the following:
- The unauthorized move out happens (almost always) at night.
- You later find out that not only do they still owe the rental fee, they also owe money to other people renting in adjacent spaces.
- On investigation, some details become apparent that most of their furniture and belongings where moved out ahead of time… gradually.
- Some of the fixtures (Flower vase, decors, etc) might be missing.
- Other tenants may also report “other” missing items (Slippers, Pails, Cooking utensils, etc)
- Even the electrical lights have been stripped.
In worse cases:
- Lockers of roommates have been broken into, and property stolen.
- Damage has been registered at the place of rental (holes on the wall, etc)
- Electric and water Bills have been left unpaid
- Whole furniture in furnished areas has been stolen… those screwed to the wall are even unscrewed.
- Entire circuit breaker systems (the whole switch board) go missing.
- Bathroom fixtures (Faucets, shower, toilet seat cover assembly) are gone
- Even the hall fire extinguisher isn’t spared.
It’s no wonder how far the distance owners will go to provide some assurance of protection.
In my case, I am currently renovating a dormitory/boarding house to open soon. Here’s some of the solutions I got so far:
- One of the clauses on the lease contract states the right to eject tenants (or something like that) at the first sign of delinquency in settling financial obligations beyond the customary “Grace period”.
- I make it very clear that delinquent tenants will be ejected first, without regard to any welfare or wellbeing beyond the main door, before any talk about use of deposits be made. (Call me cruel but obviously some people have no idea how much an eight switch port “Evers” brand Made in the USA circuit breaker board costs)
- All local tenants are required to submit a recent issue of a birth certificate and an NBI clearance – anything beyond six (6) months is void – originals only – to be kept in the office vault and returned after termination of contract.
- All Foreign tenants are requested to leave their passports – Original and not expired with the main office, likewise to be deposited in a vault.
- All tenants are to fill up a “who to inform in case of emergency” form, complete address and contact info… this I found useful since I will eventually be responsible for their safety whilst in the premises… they too should at least be responsible for their obligations.
- Notice is given that skippers will be prosecuted to the full extent of the law… this has in some cases to some extent involved hold departure orders and immigration blacklisting.
- I never allow the deposit to be used, and am highly resolved to move the discussion to the subject of “and what date will you be vacating the premises?” (Again call me cruel – but ever tried replacing an “American Standard” Bathroom sink with its valve fixtures through a tiled wall? – make a small price list and you’ll get the idea)
In my long experience I have gone through many types of people, some of my best customers were in fact foreigners… ratio wise and then the locals, and then the other kind, the kind we all hate.
- Yeah there’s the type that keeps saying the money will come soon
- The one who complains a lot about almost everything… and everyone hates them too.
- The type who appears to have money but remembers the bill only when they feel like it.
- And the rest who I can’t remember right now because I’m sleepy.
But I had this Korean once… heard bad things about them too but turned out to be the best tenant, paid four (4) months advance plus deposit, didn’t complain about anything, the ideal tenant. Settled everything on time, and once profusely apologized because he was a day late in paying his monthly bill… even if he had 4 months deposit!
Sigh, you meet all types of people in this business…
Maybe there could be a website for an association of boarding house owners where they can check a names database of skippers… because I have encountered people who didn’t pay and simply moved out then went to another just a block away and did it again… and this happens quite a lot too! They seem to be emboldened by the fact that some owners don’t have the time to follow up these incidences.

I plan to take Pictures of the tenants including their visitors and cars.
Security Deposit can never be used to pay rent and will be voided when the grace period ends. The tenant will be told to LEAVE in violation of the contract
