Cebu City Mayor Tomas Osmeña has requested the study’s proponents to explain their findings, which are “embarrassing to the city.”
While he thinks AIM is credible, Osmeña said he cannot help but wonder why Cebu did not make it to the top five most viable business sites, among 13 metro cities in the country.
Cebu City ranked first in terms of linkages and accessibility, but it ranked 12th in infrastructure among the cities covered in the study.
“The one that bothers my mind is, we’re number 12 in infrastructure. We’re kulelat, considering that compared to other cities, we run our own traffic system and we’re the only one who does that... I really want to argue again but I won’t seek alibis,” said Osmeña, an outstanding alumnus of AIM in 2003.
‘Embarrassing’
“On dynamism of economy we ranked number 10? This is embarrassing. We have so many investors coming to Cebu and we’re not dynamic? AIM is supposed to be credible but I look at this and I start to scratch my head,” Osmeña said.
In the meantime, he added, he will focus on the areas where Cebu City ranked poorly, according to the study.
“I have to be responsible for whatever defects are there, precisely why I want to find out why we ranked low. My interest is to find out which areas we neglected so we can attack that right away. Ranking is only secondary,” the mayor said.
If you are going to ask me, the Mayor received the comment/rating very positively.* This is the good thing about Tomas, you never know what's on his mind but in the end it is always for the good of Cebu even makakwarta siya and even naa siya'y kontra.* Mao na'y mayor, na'ay action! NO ALIBIS!

Actually, the AIM report was based on subjective responses of various respondents through purposive sampling.. The study was credible though but only on a subjective tone.
This is the reason why Tommy Osmeña found it impossible for Cebu City to only place 12 in infrastructure and to even be shut out of the top five cities.
Take note, outside of Manila, we are the only city with a centralized Traffic System manned by some sort of a central computer. We have a good number of skywalks, wide roads, flyovers not to mention the ongoing Subway Tunnel in the SRP and the South Coastal Highway itself. The SRP's electrical system itself is already underground just like the Ayala Business Park.
But why 12? According to an economist based in Manila, even with all these physical aspects, if the one (respondent) who is being interviewed would say that traffic in Cebu is worst, then Cebu would definitely lose some points.
Why aren't we dynamic? We have investors coming left and right. We have international corporations with headquarters here like Bigfoot and Lexmark. We have a good number of IT Zones and IT Parks. We have a business park that currently has 4 highrise building pending construction. Call Centers are coming here left and right, business is doing good second only to the capital, in fact a Stock Exchange was being planned here. We have a good number of international hotels. Currently, we are the acknowledged heart of Philippine tourism considering that more than half of the tourists in our country went here.. Aside from that, more than 80% of interisland shipping lines in the country are based here, etc..etc.. But why are we not dynamic? Again, accordnig to the expert in Manila, this depends on the answer of the one being interviewed (respondent). For example if a businessman would expect something more from Cebu considering that it is the second most important city in the country but did not get it and would make negative comments, then Cebu City would lose the points during the sampling/data gathering (especially if this same businessman was a respondent).
I dunno how they did this but probably they made a survey by interviewing the respondents as to what their insights are. This is actually subjective because they picked respondents from the respective cities, and not a single group of people who would go to the different cities and compare them all one by one. So of course, what these respondents would say would be based on their accounts and experiences in the city since they themselves lived in the city (even if they haven't been to other cities like Bacolod or Davao for example). For example, I live in Cebu City, I got used to the traffic here and during the interview I would say that traffic here is so bad so of course Cebu would definitely lose points in infrastructure. But what if a respondent interviewed from Bacolod or Iloilo would say that traffic is good in their place even if there are no large infrastructures there like big bridges or flyovers, then surely, these places would gain higher points than Cebu. So you see, the number of points gained by these cities depend on what the respondent say...
Had they taken into account some objective facts like the presence of big businesses, the number of businesses coming in and out or left and right, the number of business friendly centers that offer perks like IT Zones, IT Parks, Business Parks, Special Economic Zones, the number of cars per road per kilometer, the number of skywalks and flyovers, the number of subdivisions and villages or condominiums for expats and outsiders, etc..etc.. then certainly the results of the said study would be different...
hmmm..so it's a weather-weather survey..no wonder why Cebu isn't included..if only they interviewed Cebuano businessmen then i'm sure we'll get the top spotAgain, accordnig to the expert in Manila, this depends on the answer of the one being interviewed (respondent)![]()
