try this, check your WAN IP address sa imo modem/router then go to www.portforward.com to see your PUBLIC IP address kung the same ba.

hmmm...basin ang pag.BAN kay ingon ani ai:
BAN IP: xxx.xxx.xxx.*
which means, any IP ADDRESS FROM xxx.xxx.xxx.1 - xxx.xxx.xxx.255 will be BANNED.
(please do correct me if I am mistaken)

the whole GLOBE domain. meaning the whole 203.177.*.*
it means whoever is using GLOBE can't join that forum.
If the forum is not a Philippines forum then the ADMIN might have done that.
