    Ang problema nato bai kay kinahanglan gyod ta mubalik sa basic.. Dili ta ka-advance kung dili ta makahibalo sa basics. Example:
    1. the so called filipino time.
    2. Cleanliness sa palibot. dili ni maato sa mga street cleaners kung daghan ang magsagbotsagbot.
    3. Self discipline - like following traffic rules.

    Ang problema nato kay wala aning gitawag ug ownership.

    I think magsugod gyod ta sa pinakabasic.. ang cleanliness sa palibot. Example bawal ang paglabay ug sagbot, prisohon ang masakpan..the rest will follow.

    Follow the Singapore example... they have high fines for just everything, even chewing a chewing gum on the street is not allowed and you pay S$500 fine... strict, but correct.

    We are a developing urban city in the South. Buildings are risng here and there, And people from part of visayas and mindanao come to cebu for a job. Goes with this urban development are Traffic, Dirt, SMOG and Crime.

    Livable by 2015.. I DONT THINK SO....
