hmm..i beleive you are referring to BUTUANON BRIDGE ryt across super metro mandaue?..that river has long been dead..if i remember it right, there was this billboard with a tag "Let us help make Mandaue City Clean & Green" and of course with a ubiquitous smiling pic of Teddy OUANO beside it..so much for the irony indeed.
