    apply traffic engineering, murag sa telco bah... get rid of unnecessary traffic and hindrances (sidewalk vendors, sikad, illegel parking, etc)... and as much as possible, improve traffic signs and lights - modernize them. Also, maintain well the streets (kay if daghan lungag, mag sigeg lihay makasamot og trapik), expand the lanes from 2 to 6.

    Some plans mentioned are easier said than done, lets get more of an answer by just saying , strict traffic rules , fix streets , stop jeepneys.... lets get a out of the box idea with backup plan

    Say an example ....

    Enforce strict traffic rules, by ......... offering enforcers better incentives, or stricter , tougher end game for motorist if they break the rules by an increase in insurance, or higher fees.... or maybe a central , higher office kung naay ma dakpan gov't official or lawyer , the higher body can make hard decisions na dakpon gyud so on ............ off course these are just examples pero ingon ana ba as opposed to lazily giving answers...at least mahibaw ta kung naay users diri that has a good plan.

    para nako, tarungon ang sidewalks para mu promote ug walking. and tarungon pud ang land zoning sa city. promote mixed use zones. for example, residential, commercial, and office spaces kay in the same area so those who work in offices live nearby and therefore dont depend on mass transit like jeeps, buses or private vehicles. ka bantay mu, sayang au ang uban private vehicles, usa ray ga drive nya dako pa au space iya car, mka dala pa ug 4 more people. karon, ang trend sa cebu more into subdivisions nya lagyo bya kaau ang location sa business districts. so meaning, daghan au mu use ug vehicular transportation to and from their work. i think ang term ani kay urban sprawl, or leap frogging? not sure which of the two. dapat i.compact ang zoning, and more into highrise development so as not to waste land nya dli pud lagyu kaau ang distances. ang example ani kay kana cities like japan, new york, paris, unsa pa na dha. pero to implement it, dapat pud naay good infrastructure like proper road networks, efficient and adequate water supply, drainage/sewage, and electricity. kay if dako na ang occupancy load in an area, directly proportional man ang need for these infrastructures.

    so to summarize, another solution to the traffic problems would be:

    -mixed use zoning
    -proper sidewalks
    -adequate infrastructure

    1. Provide separate roads for heavy vehicles (trucks etc..) - pareha sa Dubai. strikto kaayo sila ani
    2. Like MRT/LRT - murag dili pa siguro kaya sa budget ang subway trains. pero kung makaya di mas maayo!
    3. Decongest Cebu & Mandaue - before mapariha sa Manila. i-develop ang uban mga lugar sa Cebu province para dili tanan magtapok sa Cebu & Mandaue City

    1) decongest the city by enticing business establishments to put up offices on the suburbs;
    2) repair all roads; a dilapidated road contributes to traffic congestion
    3) build more alternate routes
    4) put up an efficient transport system - mrt, brt, whatever - as long as it is managed very well
    5) re-orient the mindset of your traffic enforcement agency. citom for example right now is more on penal sanctions rather than management of traffic. in common parlance - more on pandakop ang ila not to manage the flow of traffic.
