    Mandaue to get P20M loan for summit expenses

    JUST a week after the signing of Mandaue City’s P379-million loan with the Development Bank of the Philippines (DBP), Mayor Thadeo Ouano again wants to borrow another P20-million for the city’s expenses for the Association of Southeast Asian Nations (Asean) summit.

    But the City Council and the committee on local finance are still studying the necessity for another loan to support the summit expenses.

    Ouano furnished the City Council last Tuesday with the list of projects for the summit, costing P18.7 million.

    Mandaue okays proposed budget on first reading

    The Mandaue City council yesterday approved on first reading the proposed P633 million annual budget for 2007 which is higher than this year's budget by P30 million.

    City Councilor Wenceslao O. Gakit, who is the committee chairman on finance, budget and appropriations, said the proposed budget has been referred to his committee for recommendation.

    Of the P633 million, the biggest chunk would go to the General Fund with an appropriation of P528 million, higher by P25 million than this year's figure of P503 million.

    An appropriation of P50 million will be allocated for the 20 percent Development Fund, P25 million for the city's hospital, P12 million for the city's slaughterhouse, P17 million for the city's market, and P1million will go to the city's Sports Complex.

    Gakit, the proponent of the proposed ordinance said that the appropriations were necessary in order to meet the expenditures of the city next year.

    Gakit added that no amount appropriated for one item under this ordinance shall be available for the payment of obligations pertaining to another item and any amount of the surplus from the appropriation of any item herein shall, at the close of fiscal/calendar year 2007, automatically revert to the city's general fund, market or slaughterhouse special accounts, as the case may be.

    Mandaue cops strengthening case v. robbers

    THE Mandaue City Police Office (MCPO) is still pursuing leads to strengthen its case against the suspects who robbed and killed bank manager Narciso Damole last Tuesday.

    That, as the 72-hour deadline given by Mayor Thadeo Ouano to MCPO Director Eduardo Catabas to solve the case lapsed yesterday.

    Catabas, however, already submitted a report to update Ouano on the investigation. The report included the suspects’ names.

    Mandaue’s loans triple in just 1 year

    MANDAUE City’s loans have tripled, growing from P231.72 million to P708 million, in a span of one year.

    The loans were mostly for the construction of the new public market and the implementation of the solid waste management program and other projects.

    With loans amounting to over P700 million, the Mandaue City Government has doubled its budget for loan amortizations in the proposed 2007 annual budget.

    The annual budget, approved on first reading last Tuesday, has allocated some P100 million for the payment of loans alone.

    The budget for loan amortization was increased, in anticipation of the release of the new P379 million-loan for the completion of the new public market.

    Data from Councilor Wenceslao Gakit shows that, as of September 2006, the loan with the Land Bank of the Philippines amounted to some P153.79 million, excluding some P68 million for the phase 1 of the new public market.

    The Mandaue City Council recently authorized Mayor Thadeo Ouano to enter into a P379-million loan agreement with the Development Bank of the Philippines (DBP) to fund the completion of the Mandaue City Public Market.

    The City also has a P97 million-loan with DBP for the implementation of the solid waste management program.

    The City entered into a loan agreement with DBP last year for the purchase of color-coded bins and compactor trucks from a foreign supplier.

    The City also has a loan worth some P10.39 million for the construction of the North Bus Terminal, implemented during the term of former mayor Alfredo Ouano.

    As of June 15, 2005, the City’s total loans with LBP and the Mutual Development Fund of the Department of Finance reached P231.72 million.

    The amount was used to fund the construction of the Cebu North Bus Terminal, public market, Mandaue City Livestock and Poultry Complex and some road widening projects.

    In the 2006 annual budget, the City only allocated about P57 million for loan amortization.
