THE Metro Pacific Tollways Development Corp. (MPTDC) submitted last Wednesday its unsolicited proposal for the P16.88-billion third bridge and its four components that will connect Cebu City to Mactan Island.
Breakdown
Based on the proposal, the box girder bridge will cost P4.55 billion.
The one-lane, on-ramp from the Cebu South Coastal Road Proposal will cater to vehicles from the north and south of Cebu. The off-ramp, which will either be on C. Padilla or Colon St. is a two-lane viaduct above the Guadalupe River. This component will cost P3.653 billion.
On the Cordova side, the viaduct from the main bridge to the causeway will cost P2.761 billion. The 4.58-kilometer causeway with embankment that will skirt around existing mangrove sites to Barangay Pilipog will cost P2.945 billion.
Cordova Mayor Adelino Sitoy said it is not true that houses will be displaced by the project’s viaduct and causeway since there are no houses between Shell Island and Barangay Pilipog.
A four-lane road that will run parallel the Pilipog River is 960 meters to the Mactan Circumferential Road and will cost P141 million.
The toll plaza between the viaduct and the causeway and other items will cost P2.672 billion.
Timeframe
“The project calls for the design, financing, construction, implementation, operation and maintenance of a toll road located south of the existing Osmeña bridge, linking the island of Mactan to mainland Cebu through the municipality of Cordova,” said MPTDC chief operating officer and president Ramoncito Fernandez in a letter to Mayor Sitoy and Cebu City Mayor Michael Rama.
The project will spend P166 million for pre-operating expenses, pre-feasibility studies and overhead.
The proposal said it will take the firm nine months to a year to prepare the studies, another year for the detailed design and government approval, a permitting and tender period of six months in a three-year construction period.
The proposal assured that not many water vessels will be used during construction to keep the main channel open to sea traffic.
The firm said it will employ a “balanced cantilever method using form travelers” for the main span of the bridge.
Sitoy already forwarded the proposal to the town’s Public Private Partnership Selection and Evaluation Committee, which is headed by Vice Mayor Maria Therese Sitoy-Cho.
Once all requirements are met, Sitoy said he expects publication of the project in newspapers next week to give other interested proponents to challenge MPTC’s offer.
