Guv’s transfer of voter’s registration to 3rd district fuels speculations
GOV. Gwen Garcia yesterday transferred her voter’s registration from Dumanjug in the second district to Barili in the third, fueling speculations that she might run for Congress if her senatorial ambitions don’t pan out.
Gwen is now a registered voter of Sitio Lamac, Barangay Mayana, Barili. She was registered in Barangay Ilaya, Dumanjug.
Her move prompted Barili Mayor Teresito Mariņas, a former member of the One Cebu Party, which the governor heads, to say that this might be her fallback position in case the Senate race gets too hot.
Last week, she announced that she would run for the Senate under the United Nationalist Alliance, headed by Vice President Jejomar Binay.
“I cannot stop them from speculating. Anyone can speculate,” the governor said, adding that she is only going back to her roots. Her grandmother Josefa Paras is a native of Barili.
Explanation
Mariņas, who is now with the Liberal Party (LP), said the governor cannot stay in the second district, where her father, former governor Pablo Garcia, is the congressional representative.
Mariņas, whose grandfather Jose Paras was the brother of Josefa, said Governor Gwen will trade places with her brother Pablo John, the third district’s incumbent representative, after he announced his intention to run for governor next year.
Mariņas said Congressman Pablo also transferred registration when he ran for Congress. He used to be registered in Barili before transferring to Dumanjug.
The Barili mayor, though, is not the only One Cebu member to switch alliances.
Yesterday, Rep. Luigi Quisumbing (Cebu, 6th district) was also sworn in to the LP.
‘Ideal’
Congressman Pablo John, One Cebu secretary general, believes the move is a way of simplifying the district’s political situation because Mandaue City Mayor Cortes and Consolacion Mayor Teresa Alegado are both in the LP.
“This is not an ideal situation of course. I can say that there is disappointment,” he said.
Mayor Cortes said he is willing to relinquish his post as LP chair in the sixth district, in favor of Quisumbing.
The governor, who knew about Quisumbing’s plan a few weeks back, said everyone can speculate and make interpretations.
She said both moves will keep the province’s political scene interesting.
“Malipay ang gusto magpanday og storya kay makahimo sila og bag-ong storya (This should make rumormongerers happy),” she said.
But Quisumbing’s transfer must go beyond party losses and gains since it’s about who will prevail, she said. “Election is about kinsay molabaw (who will lead), kinsay modaog (who will win).”
Quisumbing formally took his oath as an LP member before Secretary Mar Roxas of the Department of Transportation and Communication at 3:30 p.m. in Manila.
Growing presence
Quisumbing could not be contacted for comment at press time, but Atty. Hilario “Junjun” Davide III, the LP Cebu provincial chairman, said the congressmen informed him immediately after his oath-taking.
Davide said Quisumbing’s official entry to LP can strengthen the party’s campaign to get more members.
He said this will also mean Mayor Cortes will no longer put up a candidate for congressman in the sixth district because of the equity of the incumbent policy.
Aside from Cortes, Mariņas and Alegado, the LP has six other mayors in the province: Bogo City Mayor Celestino Martinez Jr., Sta. Fe Mayor Roger Ilustrisimo, Tabogon Mayor Felix Dungog, Tuburan Mayor Democrito Diamante, San Fernando Mayor Antonio Canoy and Pinamungajan Mayor Gae Yapha.
Davide said he expects more city and municipal mayors to join the LP before the filing of candidacy in October.
He said the LP already has vice mayors and barangay officials in both the city and municipal levels.

gwen will not run for senate (2013 elections) ---- she will not win..
gwen will run for congresswoman (3rd district, PJs currently holds) - perhaps she will win..
or gwen will run for vice-governor -- i doubt if she will slide down plus the fact she will possibly face Magpale (kung madayon na gyud ang Davide-Magpale tandem)..
gwen cannot afford to run and just lose.the only logical position is congresswoman kay mas dako iya chance modaug and should prepare again for higher position after 2013..kung modagan cya senador, dako cya chance mapildi (im sure she knows where she stand) and mapapas na ila dynasty..PJ has no small or no chance to win in governorship position..Noy Pabling will soon retire, dili na baskog ang lawas dili napud ganahan mga tawo nga dili baskog esp mga botante..bottomline, garcias will definitely not to surrender 3rd district kay mao nalang na magpabilin saila..
